The Workforce Opportunity Council, through the NH Department of Education, is seeking proposals for Year-round in-school and out-of-school youth programs.
These programs are being funded by the 2009 Formula and/or Stimulus funds, and must meet the criteria attached to the funding stream.
Proposals will be accepted on a rolling basis until the funds are fully obligated. However, PLEASE NOTE -- Proposals that do not meet the requirements of the RFP will not be considered for funding.
The next deadline is July 30, 2009, with a funding decision in August. The final enrollment date for these youth will be determined at point of contracting, a change from the date identified in the RFP.
Out-of-school youth are not connected to an educational entity when the individual makes application for program services.

Web Site Helps Workers
Governor Lynch Praises New Site
New Hampshire's Rapid Response Team now has its own web site to help dislocated workers keep up with career counseling services and training opportunities.
The web site, www.nhrapidresponse.com, is highlighting activities being conducted for the 303 workers at Wausau Paper in Groveton, according to Dick Anagnost, Chair of the Workforce Opportunity Council. Rapid Response activities at other companies will be added as they occur, he said.
Governor John Lynch praised the new web site. Addressing the Wausau Paper workers who will lose their jobs on December 31, he said, "The State of New Hampshire is committed to doing everything possible to help you, your families, and your community through this difficult time. The State's Rapid Response Team, and this website, will work with you to determine your needs and how best to help you find a new job. Whether you are seeking help in resume writing, job counseling, job retraining or other assistance, this Web site will provide you with the resources you need to use all the State of New Hampshire can offer." ###Archived 09/26/2008###
The site was developed by the Workforce Opportunity Council, which oversees the state's Rapid Response program through its NH Works Consortium. State agencies offering services through NH Works includes New Hampshire Employment Security; Resources and Economic Development; Education; Labor; Health and Human Services; the Community Action Agencies; and the Community College System.
When a layoff of fifty or more employees occurs at a company, a state Rapid Response Coordinator meets with company management to collect information about the reasons for the layoff and to arrange meetings with affected workers. A team of local representatives from the NH Works Career Center meets with the workers to discuss worker needs, concerns and issues related to the layoff. Information provided by management and workers form the basis for a Rapid Response plan developed at the Workforce Opportunity Council. In addition to individual worker re-employment plans, the Council may also apply for additional federal funds to met the challenges presented by the layoff.
Rapid Response activities in Groveton have included establishment of a Worker Assistance Center for workers; a $660,000 National Emergency Grant for delivery of career counseling and retraining services; certification of the company by the Trade Act, which will offer additional training opportunities for the workers; a community-wide Wausau Paper Advisory Committee; and an application for a Regional Innovation Grant to assist Coos County address its regional economic, workforce and educational infrastructure.
The Workforce Opportunity Council is requesting proposals for administrative support and project management services.

New Hampshire recently received a Regional Innovation Grant (RIG), in the amount of $250,000. The Workforce Opportunity Council applied for, and will administer the grant.
In light of the recent mill closings, the grant is designed to help the North Country create a master planning document that addresses economic diversity and development for the region.

The Workforce Opportunity Council submitted, on behalf of the Governor, a waiver request to the U.S. Department of Labor, asking for more flexibility in expending Workforce Investment Act funds.
Current law allows states to transfer up to 20% of their allocated funds between the disadvantaged adult and dislocated worker funding streams. New Hampshire is asking for the option to transfer up to 50% of its funds between these two categories.
If granted, this waiver will allow more flexibility to serve those populations most in need, depending on the current economic enviornment.

Regional Innovation Grant
Project Manager
The Project Manager will facilitate the completion of a regional strategic economic/workforce development plan for NHs North Country. Funded through a special USDOL grant, which provides the expected framework for the plan development, the Project Manager, working closely with the grant's Core Leadership Group, will have the ultimate responsibility for compiling the various work products produced by project subgroups and consultants into the formal strategic plan.
Strong multiple stakeholder communication and group facilitation skills, an understanding of and appreciation for public/private partnerships, and the ability to organize, coordinate, and compile data from multiple sources are critical to the success of this project.
Based (located) in the North Country, this is a full-time, temporary position lasting approximately 18 months, and offering a competitive salary, with benefits.

WASHINGTON, DC - United States Senator Judd Gregg and John Sununu (R-NH) today (11/27) announced that the United States Department of Labor has approved Trade Adjustment Assistance (TAA) and Alternative Trade Adjustment (ATAA) benefits for more than 300 workers at the Wausau Paper Mill in Groveton. The plant is scheduled to close its doors by the end of the year.
"The approval of benefits is terrific news for the workers, their families, and the community," said Gregg and Sununu. "With this funding, workers can take advantage of a number of helpful resources, including training services, employment counseling, and assistance with job search and health insurance costs. Our offices will continue to work closely with local, state, and federal officials as well as company and union representatives to ensure these workers receive the assistance they need during this time of transition."
Gregg and Sununu wrote to Secretary of Labor Elaine Chao in early November urging her to expedite the approval of Wausau's application for TAA and ATAA benefits.

Gov. John Lynch announced on October 12th that New Hampshire companies can apply for job training grants for their workers. A new Web site, www.nhjobtrainingfund.org, will assist companies in the grant application process.
Gov. Lynch made the announcement at a meeting of his Jobs Cabinet.
"In every part of New Hampshire, business leaders tell me that they have the products, that they have the customers, but they need more skilled workers if their businesses are to stay and grow in New Hampshire. That is why Job Training Fund is so important to both businesses and workers, and the future economic growth of our state," Gov. Lynch said.
Gov. Lynch made re-establishing the Job Training Fund a priority this past legislative session. New Hampshire first established the Job Training Fund in 2001, and the first grants were approved in January 2002. In 19 months, 169 grants were awarded to more than 100 different companies and nearly 5,400 workers were trained.

Up to $1 million in matching grants will be available this year to allow companies to partner with the state to train new workers or retrain longtime employees.
"The Job Training Fund will help ensure our workers have the training they need to get good jobs. It will help ensure our companies have the skilled workers they need to compete. And it will help keep our unemployment rate low. It is an investment that makes sense for our workers, our companies, and our state's economic future," Gov. Lynch said.
The first deadline for applications is Nov. 1. The Job Training Fund is administered by the Workforce Opportunity Council. A 10-member Job Training Grant Review Committee will review the applications and make recommendations to state Department of Resources and Economic Development Commissioner George Bald. Grants will be awarded on a monthly basis.

On behalf of Governor Lynch, the Workforce Opportunity Council applied for and received a National Emergency Grant to assist workers that will soon lose their jobs due to the Groveton Wausau Paper Mill closure scheduled for December 31st.

U.S. Secretary of Labor Elaine L. Chao today announced a $659,992 grant, with an initial release of $325,537, to assist approximately 250 workers affected by the closure of Wausau Paper Inc. in Groveton, N.H.
"This $660,000 grant is to help the workers affected by this closure find new jobs in growing industries," said Secretary Chao. "These workers will be able to take advantage of employment services focused on connecting them with new career opportunities."
In addition, Assistant Secretary of Labor for Employment and Training Emily Stover DeRocco on
Nov. 19 will join Senator John Sununu and state and local officials in Groveton for a roundtable discussion that addresses the impact of the Wausau Paper closure and the future of the area's economy.
"Besides providing immediate assistance to workers facing this closure, federal, state and local officials are identifying strategies to help rebuild and strengthen the region's economic future," said DeRocco. "Together, we can align and leverage the public and private resources available to foster an environment for job creation and new opportunities for Groveton workers."
On October 23, Wausau Paper issued a Worker Adjustment and Retraining Notification announcing that layoffs would begin December 31. The state soon will open a Worker Assistance Center in Groveton to provide employment and training services to affected workers.
National Emergency Grants are part of the Secretary of Labor's discretionary fund and are awarded based on a state's ability to meet specific guidelines.

The Workforce Opportunity Council, in partnership with the N.H. Department of Education, recently sponsored a series of public service announcements (PSAs) encouraging youth to stay in school.
The four 30-second spots were developed and performed by Youth Voices, a group of young people currently participating in the youth programs funded by the Workforce Opportunity Council, through an annual Workforce Investment Act grant, and administered by the N.H. Department of Education.
Look for the spots on local cable channels over the upcoming summer.

Older Worker Week The week is set aside to showcase the efforts of the Department of Labor's Senior Community Service Employment Program (SCSEP). SCSEP has helped with job training and placement needs of people 55 or older with limited financial resources for over 40 years. Since then it has helped over one million people enter the job market. Events are planned in each state to commemorate the week.
New Hampshire will celebrate the week with "How Employment Affects Your Social Security and Housing Benefits" information sessions to be held in Manchester and Concord on Friday, September 28, 2007. Representatives from Social Security and Housing will present information and be available to answer questions on how earning an income may impact social security and housing benefits.
The information sessions are being hosted by National Able Network and Community Action Program, Belknap-Merrimack Counties, Inc. and will be held at the following two locations on September 28, 2007:

The biennial Conference on dropout prevention, held January 18, 2007, was a tremendous success! The Workforce Opportunity Council greatly appreciates all who participated.
Governor Lynch opened the conference and spoke to his legislative agenda on education to a crowd of 300 educators, legislators, and community leaders.
Dr. Paul Harrington, of the Center for Labor Studies at Northeastern University made an excellent presentation, first putting workforce and education issues into historical context, and then providing hard facts on current economic consequences around high school dropouts and those with low reading/writing skills. The Keynote Speaker, Dr. Mel Riddile, Principal of T.C. Williams High School in Alexandria, Virgina, shared with the audience his success with turning around the high dropout rate of Jeb Stuart High School in Falls Church, Virginia. As a result of his work at that school, Dr. Riddile was named the National High School Principal of the Year for 2006. Dr. Riddile's information was very hands-on, and many attended his afternoon breakout session to ask questions and further explore the ideas he presented.
Topics of other Breakout Sessions in the afternoon were varied and well attended, and energy remained high throughout the day.

A representative from the U.S. Department of Labor will be visiting New Hampshire in mid-December to review the proposed site for a Job Corps Center.
"We are very excited about this visit, and look forward to putting our best foot forward," said Dick Anagnost, Chair of the Workforce Opportunity Council. "Four states are in competition for a Job Corps Center. It is expected that only two new centers will be funded. We hope New Hampshire will be one of them."

The Workforce Opportunity Council, in partnership with the N.H. Department of Education, is pleased to announce our third Heads Together conference--THE conference that focuses on dropout prevention and work-readiness issues.
Governor Lynch will open this year's conference, which also features Dr. Mel Riddile, a nationally-known expert on dropout prevention.

New Hampshire's bid for a $30 million Job Corps Center was hand delivered to the U.S. Department of Labor on Friday, September 29.
Dick Anagnost, Chair of the Job Corps Center Task Force, said the proposal was the result of years of effort by many volunteers, elected officials and staff of the Workforce Opportunity Council.
"We developed what we feel is a very strong proposal," said Anagnost. "Our idea of creating the nation's first Homeland Security Job Training Academy will help address New Hampshire's growing employment opportunities in the areas of healthcare, high technology and homeland security."
The New Hampshire proposal included two sites for consideration by the Office of Job Corps. The primary site is a 20.2 acre parcel of land in Manchester. The second site would be in the state's North Country. Anagnost said an estimated 20 proposals would be competing with the New Hampshire submission.
Critical to the proposal was the $6 million of in-kind contributions from private companies and Manchester's offer of land. "Without a demonstration of community support, we would not have much of a chance to be considered," said Anagnost. "The overwhelming response of over $6 million will clearly show the federal reviewers that New Hampshire wants and supports a Job Corps Center."
There are currently 122 Job Corps Centers in operation, with Wyoming and New Hampshire the only two states without a Center.
Anagnost said a final tally of letters and support will be distributed soon, but letters are still being received at the office of the Workforce Opportunity Council, which has overseen the Job Corps Center effort since 2000.

New Hampshire plans to respond to the the U.S. Department of Labor's Request for Proposals for a Job Corps site. Responses are due by September 30, 2006.
Language in the legislation gives priority consideration to states without a Job Corps center. New Hampshire and Wyoming are the only two states without a Job Corps--a residential educational/job training program that helps disadvantaged youths, aged 16-24, prepare for the future by providing the skills needed for career placement.

Nashua Youth Program Funded
Gov. John Lynch announced today that "Pathways," a Nashua collaborative program has been awarded a $50,000 grant to help at-risk youth, including high school dropouts, with educational alternatives and work readiness skills.
"The demands of a changing economy require a highly skilled and educated workforce. The first step in making sure New Hampshire has a strong economic future, and that our children have the bright future that they deserve, is encouraging more students to graduate from high school and giving them the preparation they need to compete in the workforce," Gov. Lynch said.
"Supporting innovative, community-based programs like this is key to reaching that goal," Gov. Lynch said.
The Workforce Opportunity Council will fund the grant for the next three years if the program meets performance standards.
Several area social service agencies known as the Nashua Asset Based Community Development (ABCD) Group came together to design the program, which was selected by the Council after a competitive review of proposals from school districts and community-based organizations throughout New Hampshire.
"I want to thank the members of the ABCD Group in Nashua for focusing on providing at-risk youth, including high school dropouts with alternative ways to learn and to prepare for the workforce," Gov. Lynch said.
The Pathways Program will assist 20 adolescents a year in the greater Nashua area between the ages of 16 and 21, who are involved in the juvenile justice system. Pathways will include work readiness training, occupational training, assessment and educational opportunities.
Southern New Hampshire Services, Inc., an active participant in ABCD, will implement the grant.

Youth Voices, a leadership project of the Workforce Opportunity Council's Youth Programs, is seeking a vendor to provide assistance in creating Public Service Announcements.
On behalf of the Council, the Department of Education is releasing and overseeing the RFP process.

The state's Workforce Opportunity Council has applied for the grant.
"New Hampshire state government is committed to doing everything possible to assist workers affected by the planned closure of the Fraser pulp mill. A National Emergency Grant would provide critical assistance to workers to
help them with re-employment and job searches," Gov. Lynch said.
Dick Anagnost, Chair of the Workforce Opportunity Council, said the funds would be used to support activities at a Worker Assistance Center that was established by the Council for workers and their families.
Approximately 250 workers from the pulp mill will end their job on May 6. The NEG funds will be used to offer a variety of re-employment, job search and career counseling services, said Anagnost. In addition, workers can access job-training funds from the federal Trade Act.

Job Corps is the nation's largest and most successful residential and educational workforce training program for economically disadvantaged youth, ages 16 through 24. The 41-year old program serves nearly 65,000 young Americans annually and has trained and educated more than two million young people since the first Job Corps Center opened in 1965. In the program year ending June 30, 2004, 90 percent of all Job Corps graduates were successfully placed, with 76 percent getting jobs, 3 percent enlisting in the military, and 11 percent enrolling in higher education. Job Corps has a zero tolerance policy for drugs and violence. Successful applicants to Job Corps are not involved in adjudicative procedures.
The Task Force intends to submit one or more sites in its proposal to the Department of Labor later this year as part of a national solicitation. Final site selection will be dependent upon New Hampshire's success in winning the competition for a new Job Corps Center.

The center was created to help assist workers who will be laid off from the pulp mill operated by Fraser Papers and is at the same location used in 2002-2003 for a previous mill shutdown.
